This website is temporary. We store our data on the website of Mahidol Migration Center (IPSR, Mahidol University). You can access our publications and statistics on different topics here.

The Mahidol Migration Center–Joint Research Unit, together with Chiang Mai University’s Faculty of Humanities and the Migrant Working Group, hosted the Collaborative Dialogue on Agricultural Migrant Worker Policy Reform on 30 October 2023 in Bangkok. The dialogue emphasized the urgent need for a new, tailored social protection system that reflects the unique realities of the agricultural sector, which is widely recognized as the backbone of Thailand’s economy.

The study finds that the amnesty program introduced under the 29 December 2020 cabinet resolution has become overly complicated, forcing 93% of migrant workers to rely on brokers and pay registration fees far above government-approved rates.

This policy brief examines the employment conditions of migrant workers in Thailand’s agricultural sector, drawing on interviews and a survey of 528 documented and undocumented workers from Cambodia, Lao PDR, and Myanmar. The findings highlight major structural problems, including restrictive employer registration models that do not reflect migrants’ reality of working for multiple employers, widespread debt caused by recruitment and document broker fees, wage inequality, absence of weekly rest days, unsafe housing, lack of protective equipment, and limited access to health insurance and compensation funds.
