
This report examines how Thailand’s COVID-19 response—including lockdowns, workplace closures, construction camp shutdowns, and border restrictions—disproportionately affected migrant workers, leaving many without income, adequate social protection, or access to state remedy programs. Although the government introduced multiple relief schemes, the report shows that migrant workers were frequently excluded due to legal status barriers, administrative hurdles, and inconsistent implementation.
Drawing on casework from HRDF and consultations with civil society networks, the report highlights key problems such as unequal access to unemployment benefits, difficulties claiming compensation for forced work stoppages, and challenges obtaining vaccines and welfare fund support. It concludes with policy recommendations urging the Thai government to ensure equitable, non-discriminatory access to remedies for all workers during public health crises.
