
This report presents case studies of Thai fishery workers who were taken to work on foreign vessels in Somalia and other countries, where many faced exploitation, unpaid wages, and abandonment. It highlights the legal challenges workers encounter when seeking justice abroad and documents one of Thailand’s first successful efforts to hold employer representatives accountable. The report also outlines practical guidelines to strengthen protection systems and support Thai fishery workers working outside national waters.
